[HISTORY: Adopted by the Township Committee of the Township of Bordentown as Ch. 2.12 of the 2003 Municipal Code. Amendments noted where applicable.]
All powers of the Township and the determination of all matters of policy shall be vested in the Township Committee, except as otherwise provided by general law or this chapter.
The members of the Committee shall receive such salary or compensation as the Committee shall from time to time fix by ordinance.
The Mayor shall be so elected by a majority vote of all members of the Township Committee. The selection of the Mayor shall be made at the annual organization meeting of the Committee. At that time the Committee shall also designate a Committee member as Deputy Mayor.

In addition to the Bordentown Township Emergency Coordinator, the following Township officials are authorized to declare an emergency:
A. 
The Mayor.
B. 
In the event of the Mayor's unavailability, then the Deputy Mayor.
The Mayor shall have only such powers and duties as Mayor as are expressly vested in the Mayor by this chapter. The Deputy Mayor shall have all the rights, powers and duties of the Mayor but shall act only in the absence or disability of the Mayor. The Mayor shall preside at all meetings of the Township Committee and shall have a voice and vote in its proceedings. In the absence of the Mayor and Deputy Mayor, the Municipal Clerk shall call the Committee to order and it shall thereupon elect a temporary chair. Upon the arrival of the Mayor, the temporary chair shall immediately relinquish the chair to the Mayor upon the conclusion of the business immediately before the Committee. All bonds, notes, deeds, contracts and written obligations of the Township shall be executed on its behalf by the Mayor or Deputy Mayor, or in the event of their inability to act, by such Committee members as the Committee shall designate to act as Mayor during their disability. Where permitted by law, the Committee may also empower the Administrator to act on behalf of the Committee.

Annual organization meeting. The Committee shall meet annually for organization on a date and hour pursuant to applicable law and fixed accordingly by the Committee. The exact date and hour for the annual organization shall be determined and fixed by Committee at a regular or special meeting during the month of December next preceding the organization meeting.
B. 
Regular meetings. The Committee shall meet regularly for the conduct of Township business at such time and place as the Committee shall fix, pursuant to applicable law. Pursuant to the Open Public Meetings Act, N.J.S.A. 10:4-6 et seq., the Committee shall adopt a schedule of the regular meetings to be held during the calendar year at least once each year, within seven days following the annual organization meeting, and shall post and publish such schedule as required by law.
C. 
Special meetings. The Mayor at any time may, and upon written request of any three Committee members shall, call a special meeting. The call for a special meeting shall specify the purpose of the meeting, and no business shall be transacted at any special meeting other than that specified. The Mayor's call for a special meeting shall be filed with the Clerk at least 24 hours prior to the time for which the meeting is called. The Clerk shall forthwith give personal notice thereof by any available means to each Committee member. The Department of Police shall cooperate with the Clerk in effectuating such service of notice. Notwithstanding the provisions of this subsection, a special meeting may be held without prior notice upon written waiver of notice executed by all members of the Committee. All special meetings shall comply with the Open Public Meetings Act, N.J.S.A. 10:4-6 et seq.
D. 
All regular and special meetings of the Committee shall be open to the public. The Administrator, Attorney, Clerk, Engineer and such other Township officers and employees as may be required by general or special order of the Committee shall attend such meetings.
The Committee may convene at any time in informal conference for the preliminary study of Township business or to plan for the agendas of its future meetings. All conferences shall comply with the Open Public Meetings Act, N.J.S.A. 10:4-6 et seq.
A majority of all the members elected to the Committee shall constitute a quorum at any regular or special meeting of the Committee, but a lesser number than a quorum may adjourn any meeting. If no member of the Committee is present 1/2 hour after the appointed time for any meeting, the Clerk shall adjourn the meeting.
Orders of business, agenda, conduct of meetings, procedure, decorum and any and all matters pertaining to the functions of the Committee and the carrying out of Township business at regular and special meetings may be determined and prescribed by resolution of the Committee annually at its organization meeting.[1]
