The Town Board of the Town of Seymour authorizes the Emergency Medical Response's Executive Director and/or Secretary/Treasurer to deposit volunteer funds of the Emergency Medical Response in an account in the name of the Town of Seymour Emergency Medical Response in a public depository approved by the Town Board.

The Town of Seymour Emergency Medical Response, through its Executive Director and Secretary/Treasurer, will be charged with the administration and maintenance of the funds deposited under § 33-7. Notwithstanding the foregoing, a majority vote by members of the Emergency Medical Response at a regular or special held meeting and two signatures will be required for withdrawals and transfers of $200 or more. Qualifying signatures will be either the Executive Director or Secretary/Treasurer and one other member chosen by majority vote by his or her fellow members. This authority is granted without limitation as to amount or type of funds. It is subject to the limitations and requirements hereinafter set forth.
The following limitations and requirements shall apply to the maintenance and disbursement of funds from the account:
A. 
Accounting. The Executive Director and/or Secretary/Treasurer shall provide the Town Board with a statement at the end of the fiscal year. This statement shall be provided within 30 days of the end of the fiscal year. This statement shall include a detail itemization of all receipts, expenditures, and the balance on hand at the end of the fiscal year. The source of all funds and the identity of the payee for each disbursement shall be set forth.
B. 
Audit. Emergency Medical Response accounts shall be included in all audits of Town funds. They shall be audited in the same manner as other Town funds.

Pursuant to § 66.0608(4), Wis. Stats., funds collected by the Town of Seymour Emergency Medical Response shall be considered to be owned by the Town of Seymour until disbursed.
If a court of competent jurisdiction adjudges any section, clause, provision or portion of this article unconstitutional or invalid, the remainder of this article shall not be affected thereby.
This article shall be effective upon passage and publication as provided by law.
