The Police Advisory Commission (hereafter "Commission") is created and provided for pursuant to Sections 6.02 and 6.05 of the City of Las Vegas Municipal Charter, with such Commission consisting of five members as appointed by the Mayor and approved by the City Council ("City Council"). The Mayor, members of the City Council, or others as appointed by the Mayor and approved by the City Council, may serve as ex officio members of the Commission. Any member of the Commission may be removed at any time, for any reason, or no reason at all, by the Mayor upon a majority vote of the City Council, or simply upon the majority vote of the City Council.
The Commission exists strictly in an advisory capacity, to review information as specifically and expressly directed by the Governing Body regarding crime in the City and general activities regarding crime and the enforcement of law.
A. 
The Commission shall review information as specifically and expressly directed by the Governing Body.
B. 
At the direction of the Governing Body, and in the Governing Body's sole discretion, the Commission may submit its written findings to the Governing Body.
C. 
Upon the direction of the Governing Body, the Commission shall conduct a transparent and politically-neutral survey, which shall be limited to all persons registered to vote in City elections, for the purpose of assessing the view of said voters with the crime data and statistics of the City, and what suggestions may exist to reduce crime in the City. After obtaining, considering and integrating public input, the Commission shall present the written survey questions to the Governing Body for their approval. Upon Governing Body approval, the Commission may conduct the survey with the approved written survey questions, and shall then submit the complete written results of the survey to the Governing Body. Upon obtaining a majority vote of the City Council, the Commission shall obtain, consider and integrate public input regarding suggestions to reduce crime in the City. Upon obtaining a majority vote of all Commission members, the Commission may present such written suggestions for reducing City crime to the Governing Body.
D. 
The Commission shall not perform any functions that may infringe on the actions or duties of: i) the City's human resources department, ii) any investigation into the Las Vegas Police Department ("LVPD"); nor iii) shall the Commission make any recommendations regarding LVPD or any individual employee of the LVPD. The Commission shall not undertake any actions unless specifically and expressly directed by the Governing Body.
E. 
The Commission shall undertake additional duties as directed and determined by a majority vote of the City Council. The Commission shall not have any powers or duties except those expressly delegated to it by the Governing Body. The Commission shall not have any authority to make any decisions or recommendations that are binding on LVPD, the Governing Body or any other person or entity, nor shall the Committee represent LVPD or the Governing Body in any manner whatsoever. At all times, the Commission shall operate strictly in an advisory capacity to the Governing Body.
