Prior to clearing, excavation, construction, or any land-disturbing
activity requiring a permit, the applicant, the applicant's technical
representative, the general contractor, pertinent subcontractors,
and any person with authority to make changes to the project shall
meet with the Planning Board's representative to review the permitted
plans and proposed implementation.
The Planning Board or its designated agent shall make inspections
as herein required and shall either approve that portion of the work
completed or shall notify the applicant wherein the work fails to
comply with the erosion and sediment control plan or the stormwater
management plan as approved.
A. Inspections will be conducted by a qualified person from the Planning
Board or a third party hired to conduct such inspections. A qualified
person is a person knowledgeable in the principles and practice of
erosion and sediment controls and pollution prevention, who possesses
the appropriate skills and training to assess conditions at the construction
site that could impact stormwater quality, and the appropriate skills
and training to assess the effectiveness of any stormwater controls
selected and installed to meet the requirements of these regulations.
B. The approved erosion and sediment control plan and associated plans
for grading, stripping, excavating, and filling work, bearing the
signature of approval of the Planning Board, shall be maintained at
the site during the progress of the work.
C. In order to obtain required inspections, the applicant shall notify
the Planning Board at least two working days before each of the following
events:
(1) Erosion and sedimentation control measures are in place and stabilized;
(2) Site clearing has been substantially completed;
(3) Rough grading has been substantially completed;
(4) Final grading has been substantially completed;
(5) Close of the construction season; and
(6) Final landscaping (permanent stabilization) and project final completion.
