As used in this article, the following terms shall have the meanings indicated:
RECREATIONAL VEHICLE
A recreational vehicle, often abbreviated "RV," is a motor home or trailer which includes living quarters designed for accommodation. Types of recreational vehicles include, but are not limited to, motor homes, campervans, coaches, caravans, fifth-wheel trailers, popup campers, and truck campers. Typical amenities of a recreational vehicle include a kitchen, a bathroom, and one or more sleeping facilities.
A. 
Recreational vehicles may be parked overnight in the municipal lot on Bay Boulevard (Webster Avenue) in accordance with the regulations set forth in this article. Recreational vehicle owners/lessees are cautioned that the municipal lot is not a campsite and the purpose of this article is to provide limited recreational vehicle parking only rather than a camping experience.
B. 
Parking of recreational vehicles shall be permitted from June 15 through September 30.
A. 
The fee for parking of a recreational vehicle shall be $75 per night.
B. 
Active-duty United States military service members shall be permitted to park a recreational vehicle free of charge.
C. 
Veterans shall be permitted to park a recreational vehicle at a rate of 50% of the fee.
D. 
Any person seeking to park a recreational vehicle shall place a credit card and security deposit on file with the Borough Clerk. The security deposit shall be equal to 50% of the total fee for the term of the stay.
A. 
Check-in shall be no earlier than 2:00 p.m. Check-out shall be no later than 12:00 noon.
B. 
No alcoholic beverages are permitted outside of the recreational vehicle.
C. 
Attached awnings and canopies are permitted. Attached awnings and canopies shall be closed when the vehicle is unattended. No pop-up tents, gazebos or tarps may be utilized.
D. 
The owner/lessee of the recreational vehicle must be at least 25 years of age and shall accompany the vehicle while it is utilizing the parking at the municipal lot.
E. 
Occupants of recreational vehicles under the age of 21 must be accompanied by a parent, other immediate family member, or legal guardian 25 years of age or older.
F. 
Electric, water, sewer, cable service, laundry service, and WIFI are not provided. The vehicle must have a functioning onboard toilet with dirty water storage tank.
G. 
No generators may be used, and no music or other noise may be created that can be heard from a distance of 20 feet or more from the source. Quiet hours: 10:00 p.m. to 10:00 a.m.
H. 
No fires, campfires, or charcoal grills.
I. 
No outdoor sleeping.
J. 
No fireworks of any kind.
K. 
No firearms are permitted, including but not limited to BB, Airsoft and pellet guns.
L. 
No golf carts unless they are legal under New Jersey motor vehicle laws.
M. 
Pets are welcome but shall be kept on a leash or inside the vehicle. Recreational vehicle owners/lessees are cautioned that dogs are not permitted on the boardwalk and beach.
N. 
Trash and recyclable materials shall be discarded in designated trash and recycling cans.
O. 
Operation of ATVs, LSVs, mopeds, hoverboards, skateboards, and battery-assisted bikes is not permitted in the parking lot.
P. 
No leaking, discarding, or dumping of grease, dirty water or sewage shall be permitted.
Q. 
No clotheslines.
R. 
Vehicle repairs are not permitted on site.
S. 
There shall be a maximum of six people permitted per recreational vehicle.
T. 
Three consecutive nights maximum; three nights total per month. For example, you can park three non-consecutive nights per month or a single stay of three consecutive nights per month.
U. 
Properly registered boats, personal watercraft and utility trailers are permitted in the designated perimeter parking area only while the recreational vehicle is parked.
A. 
Any person found to be causing a disturbance, creating loud noises, or otherwise in violation of this article shall be required to leave the lot with their recreational vehicle. No refunds will be given.
B. 
Owners/Lessees may be subject to additional violations and penalties in accordance with applicable provisions of other ordinances.
