No alteration or change shall be made in the electric wiring or apparatus for use in connection with the production or transmission of electric light, heat, or power; nor shall any such electric wiring or apparatus be installed without first securing from the electrical inspector a permit therefor; nor shall any change be made in any wiring or apparatus after inspection without notifying the electrical inspector and securing a permit therefor.

Any person desiring to place any pipe, sheet metal, or other material within six inches of any electrical wire or wires installed for use in connection with electric light, heat, or power shall, before proceeding with the execution of the work, obtain from the electrical inspector a permit therefor; and on completion of the work, the person shall notify the electrical inspector, who shall inspect the same and cause all wires to be placed in a safe and secure condition. Provided, however, that nothing in this section shall be construed to refer to wires installed in approved iron conduit or flexible conduit.

(a) 
Before issuing a permit for the installation of any wiring or apparatus or the alteration or change of any wiring or apparatus as provided in section 3.02.191, an application shall be filed with the electrical inspector describing such installation or the alteration or changes to be made, including the apparatus and material used. No deviation shall be made in the details for wiring or apparatus as shown on the application without permission from the electrical inspector in writing.
(b) 
Applications for the permits required by this division must be made in writing by the person employed to do the work. Such application shall contain the precise location of the property, the name of the owner, and the name of the person employed to do the work and shall be made on blanks furnished by the city. No permit shall be deemed to authorize anything not stated in the application. For any misrepresentation in such application, the permit shall be suspended; and if such misrepresentation appears to be willful, the permit shall be revoked. Such person shall have the right to appeal to the governing body.

(a) 
The person doing his own wiring shall make affidavit stating that he is wiring his own residence, and he must be a resident at time of wiring.
(b) 
A permit shall be required for meter change at no charge.
(c) 
Three-phase meter change shall be made only upon its availability, and such availability shall be determined by the city electrical superintendent.
(d) 
A permit is required but there will be no charge for installation of dryers, electric ranges, air conditioners, and other major appliances.

The fees to be charged for permits and inspection of electrical work in the city limits shall be as provided in section 3.03.003, and shall be paid at the administrative office of the city before work is commenced.
