The Township of Weisenberg hereby empowered to enter into agreements with other municipalities or other public bodies in Lehigh County, as well as the county itself, for the purpose of establishing a cooperation among such municipalities towards the completion and implementation of a Solid Waste Management Plan as long as the parties adhere to the following terms:
A. 
The Township of Weisenberg will commit itself to participation as an active member in the solid waste management planning process.
B. 
The Township of Weisenberg shall designate Lehigh County to prepare the Solid Waste Management Plan.
C. 
The Township of Weisenberg shall cooperate with the participating entities in approving a budget and other related fiscal activities necessary to undertake this planning process.
D. 
The Township of Weisenberg shall agree to share in the costs of the planning process on a per capita basis, but only to that sum equal to $0.30 for each resident of the Township, on the per capita tax roles of the Township. Said sum shall be based upon the population of the Township as of the date of the signing of this article.
E. 
The Township of Weisenberg shall agree to designate an individual to serve on the Lehigh County Solid Waste Association.
The proper officers and other personnel of the Township of Weisenberg are hereby authorized and empowered to take all such further action and execute such additional documents, including the necessary agreements between the county and the municipalities and other public bodies which decide to enter into the aforesaid program, as they may deem appropriate to carry out the purpose of this article.
Disbursements of funds by the Township shall be made within 60 days of the Township's receipt of the bill enumerating in reasonable detail those services rendered and costs incurred.
Any ordinances and part of ordinances inconsistent herewith be, and the same are hereby repealed.
The provisions of this article shall become effective on the fifth day following enactment.
