A mud-free approach from the side of the street on which the shelter fronts to the shelter itself shall be installed. The size of the shelter may be increased when:

B.
The size of the shelter is approved by both the School Board and the Board of Supervisors.
Highway safety shelters shall in all cases be located on private property; they shall not be located on property of any governmental body or agency or of any nonprofit corporation.
No highway safety shelter shall be erected on private property without the record owner or owners of such private property having first granted permission in writing, authorizing the erection and maintenance of the shelter thereon.
Highway safety shelters shall be erected only at locations designated as official school bus stops by the Northwestern Lehigh School District.
