If it becomes necessary for the Village of Deposit to perform
a public works service, such as snow removal, grass cutting, removal
of accumulated refuse, etc., in the furtherance of protecting the
public health and welfare or to enforce a local law, then the cost
of such service, together with a $50 administrative fee, shall be
billed to the property owner of record, and upon that property owner's
failure to pay said charge and administrative fee within 30 days of
presentment, said charge and administrative fee shall be levied against
said property owner and added to the next occurring tax bill.
