The city manager shall, in addition to the duties and powers
set forth in the Optional Third Class City Charter Law (council-manager
plan):
(A) In
connection with his executive and administrative powers and duties,
direct and supervise the heads of departments in their respective
areas of responsibility and perform the necessary executive and administrative
functions to provide for the effective administration of the various
departments and the responsibilities assigned thereto.
(B) Prescribe
such procedures and practices as he shall deem necessary or expedient
for the operation of administrative agencies subject to his authority,
and to revoke, suspend or amend any such practice or procedure; provided,
that the city manager shall have no authority to make, change or alter
matters of policy. The procedures and practices shall be in writing
and reported to council on a current basis.
(C) Designate
himself or some other officer or employee to perform the duties of
any office or position in the administrative service under his control
which is vacant or which lacks administration due to the absence or
disability of the incumbent.
(D) Direct
any department, division or bureau to perform the work for any other
department, division or bureau.
(E) Assign
any employee of the city to any department or branch thereof requiring
services appropriate to the classification of the employee so assigned
subject to the limitation of the civil service regulations and laws.
(F) Be
a member, ex officio, of such boards, commissions, committees, authorities
and other operating or advisory boards to council as directed by council.
As such member, he shall have the right to take part in the discussion
and deliberations but shall not have the right to vote. The city manager
shall keep council informed of the planning and activities of all
such bodies to which he is designated a member by council.
(G) Keep
informed of the latest developments, techniques and practices in city
administration, operations, development and planning and make periodic
reports to council with relation thereto with any recommendations
for action by council he may deem necessary, expedient or desirable
concerning the same.
(H) Appoint
persons to the rank of captain in the paid fire department subject
to and in accord with the provisions of the civil service laws applicable
to all cities of the third class in the commonwealth.
