A. Parking on any streets or parts thereof identified herein, from the
hours of 9:00 p.m. on Fridays to 6:00 a.m. on Saturdays, and 9:00
p.m. on Saturdays to 6:00 a.m. on Sundays, shall be limited to automobiles
owned, operated or in possession of said resident-owner or tenant
or owned, operated or in the possession of an invited guest of a resident-owner
or tenant of any property abutting said streets or parts thereof and
displaying an authorized parking card or decal. Parking cards or decals
issued for visitors shall be limited to a maximum of two for each
property owner or tenant.

B. Issuance of decal; term. The Chief of Police, or the Chief's designee,
shall issue two cards or decals to each such resident-owner or tenant
and two visitor decals or cards for each such resident-owner or tenant.
Such parking permits shall be renewed annually from the date of initial
issuance.
C. Each decal or card shall be individually numbered upon assignment
to prevent duplication. There shall be no charge for owner decals
or visitor cards on an annual basis, but residents shall be charged
$20 each for a replacement decal or card.
D. Residents shall have 30 days from the adoption of this section to
obtain decals and/or cards from the Police Department. Enforcement
of this provision shall commence upon the posting of signs at the
intersections of Hollybrook Avenue, Rockland Terrace from Main Street
to Nassau Road, and Hickory Court.
E. Any individual found violating this section in a court of competent jurisdiction by either creating or displaying duplicative decals or cards or by parking along the designated roadways without a decal or card shall be subject to a fine as established in §
1-11, General penalty provision. In addition, vehicles illegally parked shall be subject to immediate tow at the owner's expense. Each and every twenty-four-hour period shall constitute a separate and unique violation.
