A. 
Office created. The office of Township Manager is hereby created by the Board of Supervisors of the Township of Patton, Centre County, Pennsylvania, subject to the right of the Board of Supervisors of the Township of Patton, by ordinance, at any time to abolish such office.
B. 
Appointment; term; vacancies; removal. The Board of Supervisors of the Township of Patton shall elect, by a majority vote of all of its members, one person to fill the office of Township Manager who shall serve until their successor is elected and qualifies. In the case of a vacancy, the Board of Supervisors of Patton Township shall fill said office by a majority vote of all its members. The Township Manager shall, however, be subject to removal at any time by a majority vote of all the members of the Board of Supervisors of Patton Township.
C. 
Qualifications; residency requirements. The Manager shall be chosen solely on the basis of their executive and administrative abilities, with special reference to their actual experience in or their knowledge of accepted practices in respect to the duties of the office as herein outlined. The Manager need not be a resident of the Township of Patton or of the State of Pennsylvania at the time of their appointment, but as soon as possible thereafter they shall become, and during their tenure as Manager shall remain, a resident of the Township of Patton, unless the Board of Supervisors provides a waiver of the residency requirement.
D. 
Salaries and compensation. The Township Manager shall receive such compensation and fringe benefits fixed from time to time by action or consensus of the Board.
E. 
General powers and duties. The Township Manager shall be the Chief Administrative Officer of the Township and they shall be responsible to the Board of Supervisors of Patton Township as a whole for the proper and efficient administration of the affairs of the Township of Patton. Their powers and duties shall relate to the general management of all Township business not expressly imposed or conferred upon other Township officers.
F. 
Specific powers and duties. The powers and duties of the Township Manager shall include the following:
(1) 
They shall supervise and be responsible for the activities of all municipal departments.
(2) 
They shall hire and, when they shall deem it necessary for the good of the service, shall suspend or discharge all employees under their supervision; provided, however, that this authority shall not apply to the removal and suspension of any police officer that may at any time hereafter be appointed; provided, further, that the Township Manager shall report, at the next regular meeting thereafter of the Board of Supervisors of the Township of Patton, any action taken by authority of this subsection.
(3) 
The Township Manager shall be responsible for preparation of the budget and for its presentation to the Board of Supervisors. They shall be directly responsible for the administration of the budget after its adoption by the Board of Supervisors of Patton Township.
(4) 
They may attend all meetings of the Board of Supervisors and of its committees with the right to take part in the discussion, and they shall receive notice of all special meetings of the Board of Supervisors and of its committees.
(5) 
They shall assist in the preparation of the agenda for each meeting of the Board of Supervisors and supply facts pertinent thereto.
(6) 
They shall keep the Board of Supervisors informed as to the conduct of Township affairs in connection with their duties as Township Manager and shall submit such other reports as the Board of Supervisors shall request. They shall make such recommendations to the Board of Supervisors as they deem necessary.
(7) 
They shall submit to the Board of Supervisors, when requested, after the close of the fiscal year, a complete report for the preceding year on the administrative activities of the Township of Patton which are within the duties of the Township Manager.
(8) 
They may employ, by and with the approval of the Board of Supervisors, experts and consultants to perform work and to advise in connection with any of the functions of the Board of Supervisors of the Township of Patton which are within their duties.
(9) 
They shall attend to the letting of contracts in due form of law, and they shall supervise the performance and faithful execution of the same, except insofar as such duties are expressly imposed upon some other Township officer by statute.
(10) 
They shall be the Purchasing Officer of the Township of Patton, and they shall purchase, in accordance with the provisions of the Second Class Township Code,[1] all supplies and equipment for the various agencies, boards, departments and other offices of the Township of Patton. They shall keep an account of all purchases and shall from time to time, or when directed by the Board of Supervisors, make a full written report thereof. They shall also issue rules and regulations subject to the approval of the Board of Supervisors governing the requisition and purchasing of all municipal supplies and equipment.

(11) 
They shall cooperate with the Board of Supervisors at all times and in all matters that the best interests of the Township of Patton and of the general public may be maintained.
(12) 
All complaints regarding services or personnel of the Township of Patton shall be referred to the office of the Township Manager. They, or an officer designated by them, shall investigate and dispose of such complaints, and the Township Manager shall report thereon to the Board of Supervisors.
G. 
Delegation of powers and duties upon absence. In case of illness or the absence of the Manager from the Township, the Board of Supervisors may delegate one qualified individual who shall perform the duties of the Manager during their absence or disability.
A. 
Position created. The position of Deputy Township Manager is hereby created by the Board of Supervisors of the Township of Patton, Centre County, Pennsylvania, subject to the right of the Board of Supervisors of the Township of Patton, by ordinance, at any time to abolish such position.
B. 
Appointment; removal. The nominee(s) for Deputy Township Manager shall be presented to the Board of Supervisors by the Township Manager. The Board of Supervisors shall take action by motion to approve or disapprove the Manager's recommended appointment(s). The position may be concurrently held by an employee holding the position of department director, including the Police Chief. The position may be rotated among employees holding the position of department director, including the Police Chief. The Deputy Manager's employment, or responsibilities in the case of a department director, may be terminated by the Manager; with such action to be reported to the Board of Supervisors at the next public meeting of the Board.
C. 
Salaries and compensation. The Deputy Township Manager shall receive compensation and fringe benefits in accordance with the current Township salary schedule.
D. 
General powers and duties. The Deputy shall operate under the direction of the Manager, except as noted in § 58-2E. The Deputy Township Manager shall assist the Township Manager in fulfillment of the duties of the Office of Township Manager for the proper and efficient administration of the affairs of the Township of Patton.
E. 
Delegation of duties.
(1) 
The Manager may, in the case of absences from the area or expected inability to serve, assign the duties of the office of Township Manager to the Deputy Manager, for a definitive time period, by notice to the Deputy and the Board Chair or Vice Chair.
(2) 
In the case where the Manager is unexpectedly unable to carry out the duties of the office or does not respond to requests for action or decision, the Deputy Manager shall assume the duties of the office of Township Manager, and provide notice of such to the Board Chair, Vice Chair and Township department directors. The Deputy shall continue to carry out the duties of the office of Township Manager until relieved by written notice from the Manager to the Deputy, the Board Chair, the Vice Chair, and Township department directors, or until such time as the Board takes action under § 58-1.
The Township shall provide appropriate bonding for the individuals in these offices.
