No person, partnership, association or corporation shall construct, open or dedicate any road, street, lane or alley, or any sewer or drainage facilities in connection therewith, for public use or travel in the Township of Patton, without first submitting plans therefor to the Township Supervisors for their approval, and no road, street, lane or alley, nor sewer or drainage facilities in connection therewith shall be opened, laid or constructed except in strict accordance with plans approved by the Township Supervisors.
A. 
Street plans shall be submitted, in triplicate, in accordance with the requirements of this chapter or rules and regulations that may be adopted by the Township Supervisors and shall show the profiles of road, streets and alleys; the course, structure and capacity of any drainage facilities and shall be complete as to lines, grades, rights-of-way, drainage, curbs, plot ownership, public utilities, water sewer and gas lines, fire hydrants, street lights, street development of the area as a residential, business or industrial area, and such further details as may be required from time to time by rules and regulations adopted by the Township Supervisors. Hydraulic calculations for sizing stormwater facilities shall be provided with the plans.
B. 
All roads and streets where possible shall connect with existing roads and streets or proposed roads and streets, so as to form as near as possible through roads and streets, and a harmonious and systematic development of the Township. The names of the roads and streets shall be designated by the names of existing roads and street with which they connect as extensions thereof.
C. 
No work shall be started until one set of plans bearing the written approval of the Board of Supervisors as hereinafter provided is returned to the applicant.
D. 
The right-of-way for all roads and streets shall conform to the Township Road and Street Construction Standards, to be adopted by the Board from time to time.[1]

All such plans shall be filed with the Township Secretary at least 30 days prior to regular meetings of the Township Supervisors, at which it is desired to seek approval thereof. Before acting upon any such plans, the Township Supervisors may, in their discretion, arrange for a public hearing, after giving such notice as they may deem desirable in each case.
The Township Supervisors reserve the right to alter such plans, and to specify any changes or modifications of any kind which they may deem necessary with respect thereto, and to make their approval of such plans subject to any such alterations, changes or modifications.
Any and all plans when so approved shall be signed by the Board Chairman and Township Secretary, and the duplicate copy shall be filed in the office of the Township Engineer, where the same shall be available to public inspection.
All approved plans shall be recorded at the Centre County Recorder of Deeds Office within 90 days of approval by the person applying for such approval.
All roads and streets shown on said plan shall be improved in accordance with the plans and specifications prescribed by the Township Supervisors.
All underground utilities to be placed under the cartway shall be installed prior to the construction of the paved cartway and shoulders.
Construction of all improvements is to be completed within one year of the date the plan is approved by the Township Supervisors unless a time extension is granted by the Board. The developer performing the work shall provide a performance bond or other acceptable surety in an amount to be determined by the Township Engineer.
The applicant shall provide the Township with a maintenance bond guaranteeing the materials and workmanship of all aspects of the newly constructed street for a period of 18 months from the date the street is accepted by the Township. The Township will not accept any responsibility for maintenance of the street or related drainage facilities until it has officially been accepted by resolution.
A. 
Applicants shall pay all costs for inspection of work done within the roadway. These costs will be based on a fee schedule established by Township resolution.[1] All inspection costs must be paid prior to the Township accepting the street.

B. 
All construction shall be inspected by the Engineer or their approved substitute. The Township shall be notified between 24 hours to 48 hours prior to commencement of each of the following stages of work:
(1) 
Excavation for and placement of any utilities within the proposed Township right-of-way (r/w).
(2) 
Rough grading of street.
(3) 
Fine grading of street.
(4) 
Placement of subbase.
(5) 
Construction of curb and sidewalk.
(6) 
Placement of BCBC.
(7) 
Placement of ID-2 binder course.
(8) 
Placement of ID-2 wearing course.
C. 
The contractor should not proceed with subsequent stages of construction until the inspector's approval is received. If an authorized Township representative has not inspected the construction after adequate notification was, provided that the construction may proceed. However, the Township reserves the right to test the subgrade, subbase or to core any construction, and if construction is faulty, coring costs will be borne by the contractor/developer and the roadway will be rejected.
D. 
Inspections and subsequent authorizations to proceed given by the Township Engineer, or their substitute, do not relieve the contractor of meeting all requirements of this chapter or other contracts concerning performance guarantees.
E. 
Final inspection of the street shall occur just prior to acceptance by the Township to assure it meets the herein standards and specifications.
Streets will be accepted for public ownership by the Supervisors by passage of a resolution at a public meeting. Acceptance will not occur until the following items are satisfactorily met:
A. 
A final inspection report is prepared by the Township Engineer.
B. 
All inspection fees are paid.
C. 
A maintenance bond is posted.
D. 
A deed of dedication is provided.
E. 
All other matters relating to the construction are resolved.
