A. 
The Planning Board shall establish a Development Review Committee to consist of the following:
(1) 
Not more than three Board members, who shall not be Class I or Class III members;
(2) 
A member of the Environmental Commission;
(3) 
A member of the Sewerage Authority;
(4) 
The Board Engineer; and
(5) 
The Board Planner.
B. 
In the event a member of the Environmental Commission and/or the Sewerage Authority also serves on the Planning Board, such member shall serve on the Development Review Committee in both capacities, thereby counting towards the maximum allowable number of Board members set forth in Subsection A(1) above. All applications for development shall be presented to the Development Review Committee pursuant to § 244-49. The Development Review Committee shall hold informal reviews with applicants to determine the completeness of applications and make recommendations to the Planning Board regarding applications for development. The review of each application by the Development Review Committee shall be conducted pursuant to § 244-49. The Development Review Committee shall determine whether an application is complete within 30 days of the filing of the application. If the Development Review Committee fails to determine whether the applications is complete within such thirty-day review period, completeness shall be determined by the Planning Board at its next meeting after the expiration of the thirty-day review period. At no time shall the forty-five-day time period within which to review an application for completeness be permitted to expire by the Planning Board.
The Development Review Committee or other designee(s) of the Board shall examine each application to ascertain that all required checklist items required by municipal ordinance are shown or furnished in the application or accompanying documents or that otherwise a waiver has been requested. If all checklist items are provided and no waivers requested, the application shall be deemed complete and the applicant shall be so notified. If waivers are requested as to any items, the Board shall, at its next ensuing regular or special meeting held not later than 45 days from the date of submission of such application, decide whether to grant or deny the waiver or waivers requested, and the applicant shall be notified promptly. In the event that the designee of the Board does not certify the application to be complete within 45 days of the date of its submission, the application shall be deemed complete upon the expiration of the forty-five-day period for purposes of commencing the applicable time period, unless:

The application lacks information required on the checklist; and
B. 
The Development Review Committee or other designee(s) of the Board, as the ease may be, has notified the applicant, in writing, of the deficiencies in the application within 45 days of submission of the application.
