The initial appointments to the board or commission shall consist of two members appointed for four years, two members appointed for three years, two members appointed for two years, and one member appointed for one year. Each of such initial terms shall be considered as one of the two term limit.

The following guidelines are hereby established for all City of Roseville boards and commissions:
A. 
Individuals can only be appointed to serve on a single City of Roseville board or commission at a time. Notwithstanding the foregoing, individuals may serve concurrently on a single City of Roseville board or commission and a single City of Roseville committee.
B. 
Relatives (spouses, domestic partners, co-habitants, siblings, parents, and children) cannot serve on the same board or commission.
C. 
Current city employees are ineligible to serve on a board or commission.

The city council may, in its discretion, appoint a high school student that is a resident of Roseville as a voting or non-voting member. Such member shall serve only during his or her enrollment in high school and for a one-year term. Such member can be re-appointed for a second term.

In the event of a vacancy, other than vacancies caused by expiration of the terms of members, the city council shall appoint a person to fill the unexpired term. Such an appointment to fill an unexpired term shall not be considered as one of the two term limits.

Any member of any board or commission who is appointed by the city council and who is absent without excuse for 25 percent or more of meetings in a rolling 12-month period, or more than one meeting in a rolling 12-month period if the board or commission meets quarterly, shall forfeit his or her office.
The secretary of each board or commission whose members are appointed by the city council shall transmit the absences to the city clerk.

Except as otherwise provided by law or the charter, the members of the boards, commissions, and committees of the city serve at the pleasure of the city council, and may be removed by the council at any time with or without cause.
