It is a violation of this code for any person to overdrive, overload, drive when overloaded, overwork, torture, torment, deprive of necessary sustenance, drink, or shelter, cruelly beat, mutilate, or cruelly kill any animal, or cause or procure any animal to be so overdriven, overloaded, driven when overloaded, overworked, tortured, tormented, deprived of necessary sustenance, drink, shelter, or to be cruelly beaten, mutilated, or cruelly killed. Enforcement of this section may be in addition to any criminal penalties under California Penal Code Section 597 et seq., as may be amended from time to time.

Notwithstanding Section 7.62.010 of this code, a person shall not leave or confine an animal in any unattended motor vehicle under conditions that endanger the health or well-being of an animal due to heat, cold, lack of adequate ventilation, or lack of food or water, or other circumstances that could reasonably be expected to cause suffering, disability, or death to the animal. Enforcement of this section may be in addition to any criminal penalties under California Penal Code Section 597 et seq., as may be amended from time to time.
