The City has adopted a Conflict of Interest Code (the "Code") pursuant to the requirements of the Political Reform Act of 1974, Government Code Section 81000 et seq. (the "Act"). The Code sets forth the required provisions for the disclosure of economic interests of positions that make or participate in the making of governmental decisions. The Appendix to the Code designates the positions subject to the Code and establishes disclosure categories specifying the types of economic interests required to be disclosed by each of the designated positions; and the disqualification from acting where a conflict of interest exists. The requirements of the Code are in addition to other requirements of the Political Reform Act and to other State and local laws pertaining to conflicts of interest and have the force and effect of law. Designated positions violating any provision of the Code are subject to the administrative, criminal and civil sanctions provided by the Act. Additionally, a decision in relation to which a violation of the disqualification provisions of the Code or Government Code Section 87100 has occurred may be set aside as void pursuant to Government Code Section 91003.
All officials and designated positions are directed to refer to the City's Conflict of Interest Code for these specific requirements. The Conflict of Interest Code is held in the office of the City Clerk as the City's filing officer/official.

Designated employees as set forth below shall file statements of economic interest with the City. Upon receipt of the statements of economic interest from the City Council, the City Manager, the City Attorney, the City Treasurer, and the Planning Commission, the City shall make and retain copies and shall forward the originals of those statements to the Fair Political Practices Commission. Statements for all other designated employees, commissioners and committee members shall be retained by the City.

For officials and employees with limited decision making authority mainly related to recommendations of funding grant applications from non-profit entities.
All investments and business positions in business entities, and sources of income, including gifts, loans and travel payments from non-profit entities that are qualified to receive funds from the City.

6. FAMD / Limited Disclosure.
For officials and employees with limited decision making authority mainly related to the management of the Fire Access Maintenance District (FAMD).
All investments and business positions in business entities, and sources of income, including gifts, loans and travel payments from entities that are located in, do business in, or own real property within the jurisdiction of the FAMD.
• Contractors or firms engaged in grading, paving, planking, macadamizing, graveling, oiling, security, gates, or maintenance of streets, landscaping or facilities.
(c) 
Consultant. The City Manager may determine in writing that a particular consultant is a "designated position," hire to perform a range of duties that is similar to a staff position or participates in governmental decisions, as defined by the Fair Political Practices Act (Government Code Section 82048) and Regulations (18701); and thus is required to comply fully with the disclosure requirements described in this Code. Such determination shall include a description of the consultant's duties and, based upon that description, a statement of the extent of disclosure requirements. The City Manager's determination is a public record and shall be retained for public inspection in the same manner and location as this conflict of interest code.
