Except as provided herein, the prima facie speed limit for all
streets and highways shall be as set forth in the
Vehicle Code.

The prima facie speed limit for those portions of the State
Highway within the City shall be determined by the California Department
of Transportation.

A prima facie speed limit may be designated by the City Council
for certain specified local streets in the manner provided herein.
(a) Designation by Resolution. Said designations shall be made by a resolution
of the City Council adopted pursuant to this Section.
(b) Criteria. Any such resolution shall declare the designated speed
to be most appropriate to facilitate the orderly movement of traffic
and to be reasonably safe.
(c) Engineering Survey Data. Any such resolution may be based upon either
traffic engineering survey data or a determination of the City Council.
(d) Effective Date. Any prima facie speed limit so designated shall become
effective when appropriate signs giving notice thereof are erected
upon the street of streets specified.
