The meaning of words in this Title shall be governed by the
following definitions or those contained in the Subdivision Map Act,
as applicable:
Alley.
A secondary means of access to property, located at the rear
or side of the property.
City.
The City of Indian Wells.
Engineer.
The City Engineer/Public Works Director.
Highway.
A right-of-way designed for vehicular traffic, including
"expressway," "freeway," "highway,"
"road," "street," and "alley."
Improvement.
Street work, flood and drainage work, utilities and other
on- and off-site improvements to be used for public or private streets,
highways, ways, and easements, as are necessary for the general use
of the lot owner in the subdivision and local neighborhood traffic
and drainage needs.
Lot.
Any division of land created by means of a subdivision map.
Parcel.
Any division of land created by means of a parcel map.
Person.
(1) Any individual, firm, partnership, joint venture, association,
club, social club, fraternal organization, corporation, estate, trust,
business trust, receiver, syndicate; (2) any County, City, City-County,
municipality, district or other political subdivision; or (3) any
other group or combination acting as a unit.
Planning director.
The City Planning Director may alternatively be titled Director
of Community Development.
Road, frontage.
A local street (including service road) auxiliary to and
located at the side of an expressway.
Roadside strip.
The area adjoining the outer edge of the paved roadway and
extending to the right-of-way line and in which sidewalks, planting,
utility poles and bank slopes may be located.
Roadway.
The portion of a highway, including shoulders and auxiliary
lanes, for vehicular use.
Storm frequency of once in one-hundred years.
A storm that will probably be equaled or exceeded on the
average of once every one-hundred years. It may occur several times
in a one hundred year period, but over a sufficient length of time,
the average is expected to be once in one-hundred years.
Street, arterial, major.
A highway so designated in the general plan, which carries
through traffic and has a right-of-way width of one hundred twenty-six
feet (126').
Street, arterial, primary.
A highway so designated in the General Plan, which carries
through traffic and has a right-of-way width of one hundred two feet
(102').
Street, arterial, secondary.
A highway so designated in the general plan, which carries
through traffic and has a right-of-way width of eighty-eight feet
88').
Street, collector.
A highway so designated in the General Plan, which carries
through traffic and has a right-of-way width not less than sixty-four
feet (64') and not greater than seventy-two feet (72').
Street, cul-de-sac.
A local street open at one end only, with special provision
for turning around and the further extension of which is precluded
by the subdivision design.
Street, dead end.
A street open at one end only, without provision for turning
around and which may be further extended into adjoining property.
Street, local.
A main street serving a subdivision street serving property
intended for residential use, and having a right-of-way width of sixty-six
feet (66'). "Restricted local street" means a subdivision
street limited by the subdivision design, serving single-family lots,
and having a right-of-way width of fifty feet.
Street, part-width.
Any street the width of which is less than the portion dedicated
for a normal full-width street.
Street, private.
A street serving only property within the subdivision, which
is not dedicated to public use, and to which access by the public
is controlled by the subdivision design by either posting or gating.
Subdivision.
A division of land, shown on the latest equalized County
assessment roll as a unit or contiguous units, for the purpose of
sale, lease or financing, as further described in
Government Code
Section 66424.
Surveyor.
The County Surveyor of the County of Riverside.
Vesting tentative map.
A tentative map which has printed conspicuously on its face
the words "Vesting Tentative Map" and which confers a
vested right to proceed with development in substantial compliance
with the ordinances, policies and standards in effect at the time
the vesting tentative map is filed.
