It is the intent of the Village of Birnamwood to provide, through an outside contracted refuse service, both garbage and refuse collection within the Village limits. Service will be provided to one- and two-family units but not to commercial or industrial properties.
Service is contracted by the Village of Birnamwood Board every five years. Providers are encouraged to submit proposal contracts for review by the Board. Contracts are awarded by determining the best of both cost to residents and service to be provided.
Collection will be provided for garbage weekly and recycling service will be provided every other week. Collection will be made between 6:00 a.m. and 6:00 p.m. Carts are to be located near the end of the driveway for pickup.
Provided by the contracted service provider to each unit will be two 95-gallon containers: one to be used for garbage and one to be used for recycling. Replacement containers will be at the resident's expense in the amount of $75 each.
A. 
Purpose. The purpose of this section is to promote recycling, composting and resource recovery through the administration of an effective recycling program, as provided in § 287.11, Wis. Stats., and Ch. NR 544, Wis. Adm. Code.
B. 
Items not to be picked up:
(1) 
Any liquid waste.
(2) 
Building demo materials (lumber, metal, shingles, siding, etc.).
(3) 
Recycling materials mixed with other refuse.
(4) 
Yard waste.
(5) 
Asbestos in any form.
(6) 
Tires.
(7) 
Used motor oil.
(8) 
Hazardous toxic waste.
(9) 
Chemicals.
(10) 
Explosives, liquids.
(11) 
Flammable liquids.
(12) 
Paint.
(13) 
Trees and stumps.
(14) 
Construction debris.
(15) 
Carcasses.
(16) 
Medical waste (unless personal needles, which shall be properly contained in a sharps container).
C. 
All recyclables must be in a secured container, no loose recycling items will be picked up.
Large household items will be collected once per month at the expense of the resident. Resident must call service provider to schedule a pickup and for pricing.
The contracted service provider will issue individual invoices to all residents on a quarterly basis.
It is understood that, by this article of the Village of Birnamwood Code, subscription to garbage and refuse service is mandated to every one- and two-family unit within the Village.
