(A) 
Definition. "Transit Mall" is defined as that public property situated on and including Second Street and its sidewalk areas between Santa Rosa Avenue and B Street.
(B) 
Prohibited Activities.
(1) 
It is unlawful for any person to ride or operate any bicycle, unicycle, tricycle, skateboard or rollerskates in the Transit Mall or any parking lot or garage owned or leased by the City.
(2) 
It is unlawful for any person to throw any object, including but not limited to a frisbee or ball, in the Transit Mall or any parking lot or garage owned or leased by the City.
(3) 
It is unlawful for any person to allow any dog or other domestic animal, except guide dogs, signal dogs and service dogs, as defined in Civil Code Section 54.1(b)(6)(C), in the Transit Mall.
(4) 
It is unlawful for any person to possess any beverage container made of glass in the Transit Mall or to bring, carry or transport any beverage container made of glass into the Transit Mall, or any parking lot or garage owned or leased by the City.
(C) 
Penalty. A violation of this section shall constitute an infraction with a maximum penalty fine of not to exceed $250.00.

(A) 
Definition. "Bicycle parking facility" means an area established for the use of bicycles only and shall include but not be limited to a stationary object to which the bicycle can be locked (i.e. racks, and bicycle enclosures).
(B) 
Prohibited Activities.
(1) 
No person shall park a vehicle, (including but not limited to motorized bicycle, moped, motorized tricycle) or cause, allow, permit or suffer to be parked any vehicle, registered in his name or operated or controlled by him in any bicycle parking facility owned by the City of Santa Rosa. Any such vehicle so parked may be removed by the Police Department in accordance with Vehicle Code Section 22651(n).
(2) 
No person shall park a bicycle, or cause, allow, permit, or suffer a bicycle to be parked in any bicycle parking facility owned by the City of Santa Rosa for more than a period of 72 consecutive hours. Any such bicycle and its locking mechanism may be removed. Any such bicycle and its locking mechanism shall be stored for 90 days and thereafter destroyed or, at the discretion of the Director of Transit and Parking or his/her designee, disposed of in accordance with City Code Section 11-42.020.
(3) 
No person shall place, store, park, or cause, allow, permit, or suffer to be placed, stored, or parked objects other than a bicycle with its equipment in any bicycle parking facility owned by the City of Santa Rosa. Any such objects and their locking mechanism may be removed. Any locking mechanism attached to a bicycle parking facility and not securing a bicycle will be removed. Any object or locking mechanism shall be stored for 90 days and thereafter destroyed or, at the discretion of the Director of Transit and Parking or his/her designee, sold at auction or donated to any non-profit organization within the County.
