Every person applying for a permit for which the City of Escondido
utilizes the services of the county department of health services
or subject to inspection or enforcement action by the county department
of health services pursuant to any agreement for such services between
the City of Escondido and the County of San Diego shall, at the time
of making an application for such permit, receiving such inspection
or becoming subject to such enforcement action, pay a fee the exact
amount of which shall be determined by the county and kept on record
by the county department of health services and on file in the city
clerk's office.
