A fund for capital outlays is hereby created under the authority
of California Government Code, Sections 53730—53737, inclusive.

The council may provide for the levy and collection of assessments
or taxes for the capital outlay fund.

The council may, by resolution, transfer to the capital outlay
fund any unencumbered surplus funds remaining on hand at the end of
a fiscal year.
