The city may contract with regularly constituted groups of qualified
personnel or organizations for fire fighting services.

personnel or organizations for fire fighting services shall be approved
by the council before they become effective.

When it is so ordered by the fire chief, all persons must move
a distance of not less than 100 feet from a burning building and a
distance of not less than 100 feet from any apparatus of the fire
department while engaged in putting out the fire.
