Public dances shall close at two a.m.

The chief of police shall, in such a manner as he may deem necessary, cause dance halls to be policed during the hours that public dancing is being held therein.

The chief of police shall be authorized to collect a fee for each officer assigned to police each public dance in order to pay the costs of policing the dance hall. The fee shall be based upon an hourly rate per officer, which rate shall be set by resolution of the city council and revised from time to time to reflect changes in cost. The hourly rate charged for reserve officers shall be 1/2 that charged for regular officers of the police department.

The fee for policing a public dance shall be paid to the director and deposited into the general fund of the city.

Except as otherwise provided in section 16-147 of this article, no person shall permit dancing in any public place or place accessible to the public (not including private homes) where beer, wine or other intoxicating liquor is sold, given away or otherwise distributed.

Except as otherwise provided in section 16-147 of this article, no person shall carry or transport into any place where public dances are held any wine, beer or other intoxicating liquor in any kind of container whatever, nor shall the proprietor of such place where dancing is conducted permit the same.

(a) 
The chief of police may, upon request, issue a permit to the owner or operator of any duly licensed establishment selling intoxicating liquors to be consumed on the premises allowing dancing on such premises.
(b) 
The chief of police shall, before approving such permit, conduct a background investigation of the operator of the establishment, the character of the premises to be licensed and the probable effect of allowing dancing at the premises as to the public health, morals, safety and general welfare.
(c) 
The chief of police may allow such a permit to be issued by the license department of the city for an annual fee that shall be set periodically by resolution of the city council.
(d) 
Such license shall not be transferable, in accordance with section 16-25 of this chapter.
(e) 
Any person aggrieved by the decision of the chief of police in the issuance of a cabaret permit may appeal to the city council under the provisions of sections 16-221 through 16-225 of this chapter.
