(a)
There is established a fee on all properties in the city which shall
be used to fund a stormwater management program. The fee shall be
established by resolution of the city council from time to time and
shall be included as part of each city sewer and water bill, or in
the case of properties which do not receive city sewer or water service,
on the trash collection bill.
(b)
The fee shall be considered part of the bill, shall be separately
identified on such bill, and shall be due and payable at the same
time and on the same terms as the bill. Failure to pay the fee shall
be treated and subject to the same penalties as failure to pay the
bill.
