A community services department is hereby established for the city.

The function of the community services department of the city is to provide and oversee wholesome year-round public recreational services and facilities, older adult programs, library services programs, public art programs, to provide coordinative functions for other community organizations and agencies as assigned by the city council and to ensure that such services and facilities are available for each age group of the city, and that such services and facilities are suitable for a wide variety of recreational purposes. The department also assists in the planning of all city-operated parks and recreational facilities.

There is hereby established a community services fund and a community services trust fund.

(a) 
The community services fund shall provide for annual expenditures for recreational services, park development and maintenance, older adult affairs programs, annual operating costs, and also for such long-term capital outlays as may be necessary for an orderly and coordinated community services development program.
(b) 
The community services trust fund shall accept money appropriated by any public or quasi-public body and accept gifts, donations, legacies or bequests, of either real or personal property, from any source for all or any of its purposes and functions. All money so obtained shall be deposited with the treasurer of the city in a special community services trust fund, to be used exclusively for the purposes and functions of community services. The community services commission shall recommend and the city council shall determine how such money shall be spent.

(a) 
All property, except that property previously designated for other purposes, belonging to the city, located west of Broadway and east of a straight line drawn at a point 500 feet west of the centerline of Broadway, extending from Woodward Avenue to Valley Parkway, shall be permanently and exclusively designated for community services purposes unless subsequently designated for a different use or uses by a majority vote of the electors of the city.

That section of property belonging to the city known as Grape Day Park, extending from Escondido Boulevard to Broadway, and within the area between Ohio Street and Woodward Avenue, shall be permanently designated as a city recreational area.

For the purposes of this chapter, the term "community services" shall mean those functions of the City of Escondido involved with: parks acquisition and development; recreational programs and the maintenance thereof; provision for the enhancement of the public arts in the community; provision for social services and recreational programs for older adults; administration of library services; coordination of city involvement with community-based services; coordination of city involvement with community-based organizations such as youth-serving organizations, civic societies, city-funded arts organizations, clinics and similar organizations.
