(a) 
A permit shall be obtained from the community services director for each organized use of any recreational area, whether the use is for a specific event or a continuing event.
(b) 
A permit shall be obtained from the school district for each organized use of any public school athletic field and adjacent facilities, whether the use is for a specific event or a continuing event.
(c) 
The onsite coordinator of any event in any recreational area must show proof of permit upon request from the community services director, school official, park ranger, or police officer.

Anyone desiring to use a recreational area for an organized use shall file an application, as provided by city, with the community services director.

The community services director shall issue a permit required by this division when he or she finds:
(1) 
That the proposed activity or use of the recreational area will not unreasonably interfere with or detract from the general public enjoyment of the recreational area;
(2) 
That the proposed activity and use will not unreasonably interfere with or detract from the promotion of public health, welfare, safety and recreation;
(3) 
That the proposed activity or use is not reasonably anticipated to incite violence, crime or disorderly conduct;
(4) 
That the proposed activity will not entail unusual, extraordinary or burdensome inconvenience or expense to the city;
(5) 
That the proposed activity will not require extraordinary police coverage or operation by the city;
(6) 
That the facilities desired have not been reserved for other use at the day and hour required in the application;
(7) 
That all city departments affected by such activity have indicated their agreement that issuance should proceed;
(8) 
That all requirements recommended by the special events committee, if any, are to be complied with.

(a) 
The community services director, public works director, or any park ranger or police officer shall have the authority to revoke or suspend any permit upon finding a violation of any rule or regulation contained herein.
(b) 
School district officials shall have the same authority as stated in subsection (a) above, but only with respect to events at public school athletic fields and adjacent facilities.

The person to whom a permit required by this division is issued shall be bound by all recreational area and public school rules and regulations and all applicable ordinances.

The person or organization to whom a permit required by this division is issued shall be liable for any loss, damage or injury sustained by any person to the fullest extent of the negligence of the person or organization to whom the permit has been issued.
