The public works director shall have control of all planting,
removal, trimming, pruning of trees, shrubs, ornamental plants, lawns
and other growth in all recreational areas, parkways and streets within
the city as may be required by the city manager.

No person shall remove, cut down, disfigure, or destroy or cause
to be removed any tree, shrub or ornamental plant growing or located
upon any public street, sidewalk, recreational area or public way
within the city without first obtaining a written permit to do so,
signed by the public works director or the director of planning and
building.
