Wherever the words "building inspection division" are used in this article, they shall mean the building director of this city.
The building inspection division shall be responsible for the enforcement of the provisions of this article.

(a) 
No person shall engage in the business of painting house numbers on curbs without meeting the following criteria:
(1) 
Approval and an encroachment permit must be obtained from the street department. No fee will be charged for the permit.
(2) 
House numbers may only be painted on the face of the curb after verbal permission of the resident is obtained. Advance notice of the price of the service shall be provided to the resident.
(3) 
Applicant must provide local or supply toll-free telephone contact to the resident along with receipt showing name, address and telephone number of business or organization.
(b) 
Numbers painted on curbs shall be done in accordance with any requirements established by the department of public works.
