Wherever the term "board" is used in this article, it shall mean the board of parking place commissioners of the city.
Except as otherwise provided herein, the provisions of the "Vehicle Parking District Law of 1943" of the Streets and Highways Code, Section 31500 et seq., shall be applicable to the board.

The board of parking place commissioners is hereby created.
The board to be appointed pursuant to the provisions of Chapter 8, Part 1, (Vehicle Parking District Law of 1943), Division 18 (Section 31500—) of the Streets and Highways Code, California, shall consist of seven members.

The members of the board shall consist of the members of the transportation commission.

The members of the board of parking place commissioners shall be appointed by the mayor from among residents of the geographic area within the city's general plan. Members of the board of parking place commissioners shall serve at the pleasure of the council, and may be removed from office at any time, without cause.

(a) 
The terms of office for members of the board of parking place commissioners shall be for a two year period commencing with the actual date of appointment and ending on March 31st of the fourth year thereafter.
(b) 
Any vacancy which occurs prior to the expiration of a term shall be filled by appointment for the unexpired portion of such term consistent with the nomination procedure provided for in section 2-30.

Any decision of the board may be appealed to the city council by filing a notice of appeal in writing with the city clerk no later than 10 days following the action of the board. Upon vacancy of a position on the board, the city clerk shall schedule the matter for city council consideration within 30 days.
