Monuments shall be set as required by Escondido City standards and Article 9 of Chapter 4 of the Map Act. Monuments shall be shown on the Final or Parcel Map. The setting of exterior boundary monuments shall not be deferred unless the City Engineer determines that such monuments might be disturbed by the construction of improvements. An engineer's certificate as required by Section 66441 of the Map Act shall be filed prior to approval of the Final or Parcel Map.

Monuments for a final map, parcel map, adjustment plat, record
of survey, or other survey maps, shall be set and tied to the California
Coordinate System of 1983 (CCS-83), Zone 6, based on the North American
Datum of 1983 (NAD-83) geodetic datum. When vertical positioning is
required, it shall be tied to the National Geodetic Vertical Datum
(NGVD) of 1929. Other geodetic and vertical coordinate systems may
be used if prior approval of the City Engineer is obtained.

The City of Escondido has established a permanent network of
geodetic control monuments on an approximate 1/2 mile grid for proper
coordinate tie-in of such map boundaries. All data pertaining to these
control monuments has been filed in accordance with the Land Surveyors
Act and these records have been indexed and are readily available
to the general public.

In the event that existing control monuments are not accessible,
the surveyor or engineer shall submit a written request to waive this
requirement.
