If the Director of Planning and Building, or on appeal, the
Planning Commission or City Council, finds that any real property
has been divided, or has resulted from a division, in violation of
the provisions of the Map Act, this chapter, or any other City ordinance,
then no permits or approvals of any kind necessary to develop the
property shall be issued, pursuant to Section 66499.34 of the Map
Act.
