Open space and hazardous land regulations are established to
implement the open space/conservation element of the general plan
and to identify, classify, and protect lands designated for public
and private uses related to open space and recreation to preserve
and protect these lands as a limited and valuable resource, and to
identify, classify and protect lands whose unrestricted use might
constitute a hazard to the public health, safety and welfare.
