Every officer or employee compensated on a monthly basis who shall have been in the service of the city for at least one year shall be allowed, in each calendar year, a vacation with full pay of one working day for each month, or major fraction thereof, of service during the preceding calendar year, but not exceeding in all the number of days normally worked by the officer or employee in two calendar weeks, except as provided in Section
3.24.050; provided, however, that no such vacation shall be credited for time during which such officer or employee is absent from duty without pay. Any employee who is laid off during their first year of employment and is then rehired within a one year time period shall have their prior service time earned prior to their layoff apply toward their service time eligibility for vacation benefits earned.

In addition to such other vacations to which he or she may be
entitled, and commencing on January 1, 1979, every officer, management
employee or employee, except nonmanagement safety employees of the
police division and fire division, who has been in the service of
the city on or after January 1, 1978, for a total of five years, shall
be allowed, after his or her employment/anniversary date, additional
vacations based upon the following:

For the purpose of computing the additional vacations allowed by Sections
3.24.020 and
3.24.030, "total service" means and includes all service with the city prior to any resignation or retirement as well as the service of the officer or employee following his or her reemployment.

The city manager shall be allowed in each calendar year a vacation with full pay of twenty working days and the preceding sections of this chapter, except Section
3.24.050, shall not apply.
