The Township may designate and equip parking spaces on Township property for use as EV charging stations. The use of designated EV charging stations shall be limited and restricted as follows:
A. 
It shall be unlawful for any person to park or leave a vehicle standing in a designated EV charging space unless the vehicle is an electric vehicle and is connected to a charger. The registered owner of any non-electric vehicle parked in a designated EV space or any electric vehicle not actively connected to the charging station will be assessed fines on the following schedule, which fines shall be conspicuously posted at any EV charging station location:
(1) 
$ 100: First offense.
(2) 
$ 150: Second offense.
(3) 
$ 300: Third offense.
(4) 
Fourth offense: Mandatory court appearance.
B. 
Electrical vehicle charging in designated Township EV charging stations shall be free for the first 30 minutes of charging. After 30 minutes of free charging, EV charging and the use of EV charging spaces shall be charged, via the charging station app, at the rates established by resolution of the Township Council, which may be amended from time to time. The rates may include an increasing rate scale based on time of usage and/or completion of charging to encourage and facilitate the maximum availability of the charging stations.
