As used in this chapter, the following terms shall have the
meanings indicated:
BULK RUBBISH
Rubbish or large items, including but not limited to household
appliances, furniture, tires, mattresses, or other items of household
waste that are larger than two feet by two feet by four feet or heavier
than 50 pounds, or cannot be easily collected by two sanitation employees.
DUMPSTER
Any receptacle of garbage or other waste material which is
designed to be mechanically hoisted and emptied into a garbage collection
vehicle.
ELECTRONICS
Includes anything that requires electrical supply to work,
including batteries or plugs, such as televisions, microwaves, phones,
radios, etc.
GARBAGE
All materials or substances discarded from a home or business,
but excluding recyclable materials, construction debris, sewage, electronics,
pollutants, and other materials prohibited from being disposed of
in the regular pickup by this article.
PAPER RECYCLABLES
Includes newspapers, corrugated cardboard, and all other
papers without a waxy or glossy coating that can be recycled.
POLLUTANTS
Any ordinary household products, such as aerosols and cleaners
that can become corrosive, explosive, or toxic if mixed with regular
household garbage, including but not limited to: electronic waste,
rechargeable, lithium, button and car batteries, compact fluorescent
bulbs and tubes, air-conditioning refrigerants, ammonia, antifreeze,
bug and rodent killers, bleach and disinfectants, chemistry kits,
drain cleaners and degreasers, fertilizers and herbicides, mercury
products, paint, paint thinners and brush cleaners, photography chemicals,
polishes/wood preservers, swimming pool chemicals, spot removers and
other solvents, unused oven cleaners, unused flammable liquids (fire
starter), weed killers.
RECYCLABLES
Includes glass bottles and jars, metal cans, plastic bottles
and jugs, aluminum foil, aluminum foil products and metal items (i.e.,
items 100% metal or predominantly metal that are free of food waste),
all as determined from time to time by the Superintendent of Public
Works as recyclable materials, but not including aerosol cans, drinking
glasses, lightbulbs, broken glass, paint cans, or containers used
for toxic or hazardous substances. The Superintendent of Public Works
shall, from time to time, publish a list of materials that may be
recycled.
SOLID WASTE
All rubbish collected from a home or business, including
both garbage and recyclables.
YARD WASTE
Leaves, grass clippings, tree trimmings, hedge cuttings and
similar plant matter that is a result of regular landscaping by the
resident, but not including such materials that are produced by professional
landscapers, and also not including rocks, bricks or similar materials.
When garbage or rubbish is placed for collection, it shall first
be prepared as follows:
A. Garbage shall be placed in large plastic bags and placed inside of
the designated container, which shall be tightly closed at all times.
The maximum weight of garbage put out for collection (other than a
dumpster) shall be 100 pounds per pickup, inclusive of the container(s).
Individual pieces of garbage or refuse shall not be placed out for
collection outside of a bag, unless it is a bulk item for which the
resident has called for pickup.
B. Sanitation employees pick up containers from the rear/side yard as
a courtesy to residents. Residents may, at their option, opt to put
their containers out at the front of the property as the point of
collection for containers, in which case containers may be placed
at the point of collection no earlier than sunset the day before collection
and may remain after being emptied for a reasonable time, not to exceed
12 hours, after collection of the contents. In cases in which a residence
or business does not have access to the rear or side yard or otherwise
does not have adequate space to allow for the collection of garbage
and recyclables, the person responsible for the property must confer
with the Superintendent of Public Works to establish a collection
plan for such garbage and recyclables.
C. It is within the discretion of the Department of Public Works to
limit the amount of garbage bags/containers picked up at each property
if picking up all such materials would cause the garbage trucks to
exceed capacity or disrupt service to other properties on the route.
D. Residents must call the Department of Public Works to schedule a
bulk rubbish pickup. Bulk rubbish must be brought to the curb for
collection. It is within the discretion of the Department of Public
Works to split up the rubbish/bulk collection such that the staff
can accommodate as many requests as possible. Business entities and
multiple dwellings are not entitled to bulk pickups from the Village
and must use a private carter for such purposes.
E. Mattresses and box springs constitute bulk rubbish, and as such,
residents must call the Department of Public Works to schedule a pickup
for mattresses or box springs. Mattresses and box springs must be
placed in plastic bags.
F. Tree trimmings and hedge cuttings collected by residents, but not
contractors or landscapers, shall be securely tied in bundles weighing
not more than 50 pounds and not more than four feet in length or 18
inches in diameter.
G. Leaves, grass clippings, and similar refuse collected by residents,
but not contractors or landscapers, shall be placed in rubbish containers
or bagged and put in cans. During November and December, residents
may rake leaves into a pile directly in front of their house on the
street, along the curbline for collection. Such materials are picked
up as determined by the Superintendent of Public Works.
H. No person shall mingle any flammable liquid or explosive or pollutant
or electronics with any garbage, nor shall any such flammable liquid
or explosive or pollutant or electronics be placed or left for collection.
Such items must be dropped off by the resident to an appropriate public
program for such disposal.
I. The Village may, as a condition of approval of any development application (including, without limitation, variance applications, site plan applications, special use permits, and TOD applications under Article
XXXIX of the Zoning Code), require the property owner to arrange for the pickup of garbage and recyclable materials by private carter.
When recycling is placed for collection, it shall first be prepared
as follows: Paper recyclables shall be bundled together and tied in
packages with a rope or twine sufficient in strength to facilitate
handling. Such packages shall not exceed 50 pounds. Such packages
shall be placed separately at the curb for collection on days specified
by the Superintendent of Public Works. Paper recyclables shall not
be intermingled with garbage. Do not use plastic bags to package paper
recyclables. Recyclable metal, glass and plastic containers shall
be placed in a separate recyclables container, and said container
shall be placed separately at the curb for collection on days specified
by the Superintendent of Public Works. All recyclables are to be cleaned/rinsed
out with no food debris, and labels are to be removed. Recyclables
shall not be intermingled with garbage. Recyclables must be placed
loose in the can/container and must not be placed in plastic bags.
Participation in the recycling program is mandatory. Failure to comply
may result in the noncollection of garbage and/or summonses. Recyclables
are generally collected once each week as determined by the Superintendent
of Public Works. Recyclables should be put out no later than 6:00
a.m. on collection days.
Contractors and landscapers are responsible for removing their
own garbage, yard waste, bulk rubbish and recyclables and are prohibited
from placing such waste out for collection by the Village. Failure
to comply may result in the noncollection of garbage and/or summonses
to both the contractor/landscaper and property owner.
