A.
There
is established the South Sacramento Conservation Agency. The Agency
shall have and exercise the following duties and responsibilities:
1.
Perform the duties of Executive Director of the South Sacramento
Conservation Agency Joint Powers Authority, as may be generally prescribed
by the governing body of the Authority;
2.
Plan, organize, and direct the work of staff and consultants assigned
to the Authority and undertake such other duties as may be assigned
by the Authority; and
3.
Prepare an annual budget in accordance with established procedures
for the support, maintenance, and operations of the Agency.
B.
There
is established within the Agency a position to serve as the Executive
Director of the South Sacramento Conservation Agency which may be
filled by a Principal Planner classification or other classification
as deemed appropriate. The Executive Director shall, subject to the
control and direction of the Authority, carry out the duties and responsibilities
of the Agency and shall supervise and direct the work of the staff
assigned to the Agency.
C.
The
Executive Director shall act as the appointing authority for personnel
matters within the Agency.
D.
The
position shall be contracted to the Authority and subject to those
contract provisions.
