There is hereby established a Department of Regional Parks in
the County. Any reference in this code to the Department of Regional
Parks and Open Space or the Director of Regional Parks and Open Space
shall be deemed to be references to the Department or Director of
Regional Parks.

The Office of Director of Regional Parks is hereby created,
who shall be the head of the Department of Regional Parks. The director
shall be appointed by the County Executive in accordance with the
provisions of the Charter.

The Director of Regional Parks shall have and exercise the following
duties and responsibilities:
1. Direction
of all the activities of the Department of Regional Parks, including
the maintenance and operation of all County park and recreation areas
and facilities;
2. Study
and make recommendations to the Board of Supervisors and County Executive
on the acquisition, development, design, and construction, of park
and recreation areas and facilities;
3. Advise
and cooperate with officials of park and recreation districts, school
districts, the County planning commission, and municipalities in the
development of park and recreation facilities by such agencies and
assist them in the promotion of recreation services;
4. Coordinate
the County park and recreation program with the park and recreation
program of other public agencies;
5. Prepare
an annual budget for submission, in accordance with the provisions
of the Charter, for the support, maintenance and operation of the
Department;
6. Maintenance
of all landscaped areas adjacent to, and a part of, all County buildings;
7. Custodial
and general maintenance of buildings on all park properties owned
and operated by the County. The term "general maintenance" as used
herein includes repairs of a limited and minor nature. Provided, however,
that at all institutions where landscaped areas are maintained by
inmates, the same type of operation will be continued, except that
the Director of Regional Parks shall provide technical supervision
to insure adequate maintenance standards at a minimum cost;
8. Advise
and recommend to the Board of Supervisors and the County Executive
on all technical aspects of landscape contracts relating to all County
owned or operated parks;
9. Perform
such other duties and activities as may be required or authorized
by the Board of Supervisors or County Executive to effectuate and
carry out the objects and purposes of this chapter.
