There is hereby created and established a commission consisting
of five members to be known as the Recreation and Park Commission.

Each member of the Board of Supervisors shall nominate one member
of the commission, and all nominations shall be subject to the approval
of the Board of Supervisors. A majority vote of the Board of Supervisors
shall be sufficient to approve any nomination to the Commission.

The term of office of each member of the Commission shall be
four years, and until his successor is appointed. For the purpose
of providing staggered terms of office for the members of the commission
presently serving on the Commission, and for the purpose of implementing
the new terms of office, the term of office of two members shall expire
December 31, 1972, and their successors shall be appointed for a four-year
term. The term of office of three members shall expire December 31,
1970, and their successors shall be appointed for a four-year term.

Within 30 days after the appointment of the Commission, it shall
meet and/organize by electing a chairperson, and vice chairperson.
The member elected as chairperson shall serve as such for not more
than two consecutive years, and thereafter shall not be eligible for
election as chairperson until one year has elapsed from his or her
last term of office as chairperson.

The Commission shall meet at least once a month at a regularly
appointed time, which meeting shall be open to the public.

Each member of the Commission shall serve at the pleasure of
the Board of Supervisors, and may be removed during the member's term
at the will of the Board. Any member of the Commission who fails to
attend three consecutive meetings, unless excused by the Commission,
shall automatically cease to be a member of the Commission.

The Director of Parks and Recreation shall be ex officio the
secretary of the Commission.

Each member of the Commission shall be paid ten dollars per
meeting, not exceeding $30 in any calendar month.

The Commission shall have and exercise the following powers:
1. Act
in an advisory capacity to the Board of Supervisors in promoting,
aiding and encouraging public recreation including the development
of recreation and park facilities;
2. Act
in an advisory capacity to the Director of Parks and Recreation in
the maintenance, development and operation of all recreation areas
and facilities serving the residents of the County;
3. Establish
general procedures to carry out the purpose of the Commission; and
adopt bylaws and rules and regulations as it may deem necessary to
facilitate the carrying on of a recreation and park system. The bylaws,
rules and regulations shall be submitted to the Board of Supervisors
for approval;
4. Study
and make recommendations on the acquisition and development of recreational
areas and facilities of Countywide significance;
5. Interpret
the recreation program to public officials and to the general public
in order that the recreation and park program may receive adequate
support from public and private sources;
6. Make
recommendations to the Board of Supervisors on deviations from, alterations
to, or additions to the master plan for parks and recreation;
7. Make
recommendations on a schedule of priorities for acquisition and development
in accordance with the master plan;
8. Consult
with the County Executive on methods of financing a Countywide parks
and recreation program, and make recommendations thereon;
9. Recommend
a time schedule for acquisition and development of park and recreation
facilities;
10. Recommend
on requests for participation in projects not in the master plan.

In addition to the powers and duties prescribed by Section
2.22.090, it shall be the duty and responsibility of the Commission to advise and recommend to the Board of Supervisors the most economical and efficient method for the expenditure of fish and game propagation funds, and upon any other matter related to the conservation and propagation of fish and game in the County.

The Commission shall have authority to appoint citizens' committees to assist in making recommendations to the Commission concerning the matters set forth in Section
2.22.090. Membership on citizens' committees shall be subject to the approval of the Board of Supervisors.

The Director of Regional Parks shall attend meetings of the
Commission and shall serve as secretary of the Commission and shall
make such reports to the Commission, to the County Executive or to
the Board of Supervisors, as shall be required of him or her. All
recommendations of the Commission to the Board of Supervisors shall
be first submitted to the Director of Regional Parks, and his or her
approval or disapproval shall be a part of or accompany any such recommendations.
