a. 
Pursuant to the provisions of Section 22507.9 of the Vehicle Code, special enforcement units may be established for the sole purpose of providing adequate enforcement within the unincorporated area of the County of Section 22507.8 of the Vehicle Code and ordinances and resolutions adopted pursuant to Section 22511.7 of the Vehicle Code.
b. 
The special enforcement units shall be established by resolution adopted by the Board of Supervisors designating the nature of the unit and describing the off-street parking facility to which the enforcement powers of the unit apply. This designation may include the entire unincorporated area of the County or distinct portions of such unincorporated area. This designation may also exclude categories of off-street parking facilities.

Members of the units shall be appointed by and named in writing by the Sheriff, shall serve at the pleasure of and may be removed at the will of the Sheriff, and the Sheriff shall establish such recruitment and employment guidelines encouraging employment of qualified disabled persons as he or she deems appropriate.

a. 
Except as provided in Section 2.130.040 hereof, members of the special enforcement units established by resolution shall be employees of the County for the limited purpose of and solely in connection with enforcement of Section 22507.8 and local ordinances and resolutions adopted pursuant to Section 22511.7, and only during those periods of time when they are actively engaged in such activities. Any person so employed who is otherwise regularly employed by a third party to provide private security or private law enforcement services for the benefit of a private proprietor, and who undertakes employment by the County pursuant to this chapter as an incidental and ancillary extension of his or her private employment and enforcement activities, shall not be deemed to be a County employee or to be acting within the course or scope of his or her County employment in relation to any enforcement or security activity, including the activity of patrolling off-street parking areas, except in connection with the activity of issuing notices for violation of Section 22507.8 and ordinances and resolutions adopted pursuant to Section 22511.7.
b. 
Except as expressly authorized by resolutions establishing special enforcement units, as County employees members of special enforcement units shall supply, maintain and replace at their sole cost and expense all uniforms, badges and other equipment required in their employment; shall serve as volunteers without salary, wages or other compensation payable or owing by the County for services rendered; and shall not be entitled to any County benefit except those mandated by Section 22507.9, and then only in connection with enforcement activities expressly authorized by the resolution establishing the unit.

a. 
The Board of Supervisors may by resolution designate private vendors to provide handicapped parking enforcement services to County on a contractual basis.
b. 
Notwithstanding the provisions of Section 2.130.030 hereof, employees of such private vendors shall not be treated as employees of County for any purpose. Employees of such private vendors shall be subject to the provisions of Section 2.130.020 hereof.
