"Board" means the Board of Supervisors of Sacramento County.

"Capitol improvement program" means that plan of physical improvements
periodically proposed by the County Executive and approved by the
planning agency (i.e., Board of Supervisors).

"Community council" means a community planning advisory council established by the Board of Supervisors pursuant to Chapter 2.36 of the County Code.

"Community plans" means a plan, or any element or part of such
plan, adopted prior to October 31, 1975 as a community plan by the
Board, or adopted pursuant to the provisions of this title as a community
