A. 
No person shall park, leave standing or stop any vehicle in an on-street parking space designated for the exclusive use of vehicles which display a distinguishing license plate or placard issued pursuant to Vehicle Code Section 22511.5, when such parking space is identified as required by subsection C, below, unless such person displays the distinguishing license plate or placard. Such parking spaces shall be for the exclusive use of vehicles displaying the distinguishing license or placard.
B. 
The town council is authorized to designate such parking spaces at locations it may choose in its discretion, according to its determination that the public interest warrants the designation of such spaces because of the need of physically handicapped people to be able to find parking spaces in the immediate vicinity. In the case of public roadways, the town may designate such spaces at any time, and shall be responsible for the signing and maintenance of said spaces thereafter. In the case of private roadways, the town may designate such spaces as part of its project approvals, and may require the owner to be responsible for the signing and maintenance thereafter.
C. 
An individual or group may petition the town council to so designate a particular space or spaces as provided in subsection B, above, by submitting an application explaining the need for such handicapped parking at the particular location(s). With respect to applications submitted by individuals, the town council may take into account the availability of off street parking when appropriate, in determining whether an on-street handicapped parking space is warranted.
D. 
Once town council has approved a handicapped parking space or spaces, the town engineer in the case of public roadways, or the property owner in the case of private roadways, shall identify such parking space(s) by causing the curb or edge of pavement to be painted blue. In addition, the town engineer or property owner depending on whether the space is on public or private property, shall erect the international symbol of access, or paint such on the blue curb in white, or erect a sign not less than seventeen inches by twenty-two inches indicating that the space is for the exclusive use of vehicles displaying the distinguishing license or placard.
E. 
The town engineer or an individual or group, may petition the town council to eliminate a handicapped parking space on public property, and a property owner or owners may petition town council to eliminate a handicapped parking space on private property, on the basis that the need of the physically handicapped to be able to find parking spaces in the immediate area no longer exists, as long as the law or a condition of approval does not otherwise require a handicapped parking space at that location.

Such parking spaces shall be for the exclusive use of vehicles displaying the distinguishing license or placard.
B. 
The town council is authorized to designate such parking spaces at public locations which it may choose in its discretion, according to its determination that the public interest warrants the designation of such spaces because of the need of physically handicapped people to be able to find parking spaces in the immediate vicinity. In addition, any person in lawful possession of an off-street parking facility that is privately owned may designate such spaces.
C. 
Once such a handicapped parking space has been designated, the town engineer in the case of public property to be designated for handicapped parking, or a person in lawful possession of the space in the case of private property to be designated for handicapped parking, shall designate such parking spaces by causing the posting of an immediately adjacent sign consisting of a profile view of a wheelchair with the occupant in white against a blue background, and maintain same thereafter. In addition, the town engineer in the case of public property, or a person in lawful possession of the space in the case of private property, shall erect the international symbol of access, or paint such on the blue curb in white, or erect a sign not less than seventeen inches by twenty-two inches indicating that the space is for the exclusive use of vehicles displaying the distinguishing license or placard.

Upon the designation of a handicapped parking space for the exclusive use of handicapped people, and the placement of a sign immediately adjacent to and visible from said space which is not less than seventeen inches by twenty-two inches in size and which states the following in letters not less than one inch in height: "Unauthorized vehicles not displaying distinguishing placards or license plates issued for physically handicapped people will be towed away at the owner's expense; towed vehicles may be reclaimed by telephoning 652-1840 (or the current telephone number for Loomis Town Hall);" the town, or in the case of a privately owned space, the sheriff's department at the request of the owner or person in lawful possession, may cause the towing or removal of any vehicle occupying said space which is not displaying the distinguishing license or placard.
