The Environmental Commission of the City of Encinitas is hereby established under the provisions of Ordinance 2008-03.

A. 
The Environmental Commission shall consist of seven members who are registered voters of the City.
B. 
Environmental Commissioners shall serve staggered, three-year terms.

A. 
Four members of the Environmental Commission shall constitute a quorum.
B. 
The Environmental Commission shall hold regular meetings once each month.
C. 
The Environmental Commission shall elect a chairperson and a vice chairperson from its members for one-year terms.

The Commission shall conduct public hearings and prepare recommendations to the City Council on matters regarding the environment to include without limitation:
A. 
Develop an annual work plan and presentation to the City Council.
B. 
Review and update from time to time, as necessary, the Environmental Action Plan.
C. 
Develop policies and plans to provide for and advocate for environmental protection within the City of Encinitas.
D. 
Develop policies and plans for developing environmental awareness in cooperation with other public and private agencies to include school districts.
E. 
Provide review and recommendations to the Council on such matters that may be referred to the Commission by the City Council.
