It is the purpose of this chapter to establish the duties and
powers of City officials responsible for the enforcement and administration
of the traffic regulations under this title.

The office of City Traffic Engineer is established. A Principal/Senior
Engineer in the Development Services Department shall serve as City
Traffic Engineer in addition to his or her other functions and shall
exercise the powers and duties with respect to traffic as provided
in this chapter.

It shall be the general duty of the City Traffic Engineer to
determine the installation and proper timing and maintenance of traffic
control devices and signals, to conduct engineering analysis of traffic
collisions and to devise remedial measures, to conduct engineering
investigation of traffic conditions and to cooperate with other City
officials in the development of ways and means to improve traffic
conditions and to carry out the additional powers and duties imposed
by ordinances of the City.

There is established in the San Diego County Sheriff's Department
an Encinitas Sheriff Station to be under the control of an "appointing
authority." For the purpose of this title, the appointing authority
is referred to as the Police Chief and the San Diego County Sheriff's
Department, Encinitas Station, is referred to as the Police Department.
It shall be the duty of the Police Chief to enforce the street
traffic regulations in the City, and all of the state vehicle laws
applicable to street traffic in the City, to make arrests for traffic
violations, to investigate traffic accidents and to cooperate with
the City Traffic Engineer and other officers of the City in the administration
of the traffic laws and in developing ways and means to improve traffic
conditions, and to carry out those duties specially imposed upon the
division by this chapter and the traffic ordinances of the City.
The Police Department or San Diego County Sheriff's Office shall
maintain a suitable system of filing traffic collision reports which
shall be made available to the City Traffic Engineer and shall cooperate
with the City in the development of remedial measures to reduce the
number of accidents and enhance traffic safety in accordance with
the now existing provisions of the Agreement for General Law and Traffic
Enforcement Services between the City and the County of San Diego.
