No provision of the State
Vehicle Code or of this chapter for
which signs are required shall be enforced against an alleged violator
unless appropriate signs are in place and sufficiently legible to
be seen by an ordinarily observant person, giving notice of such provisions
of the traffic laws.
The driver of any vehicle shall obey the instructions of any official traffic control device applicable thereto placed in accordance with the traffic ordinances of the City unless otherwise directed by a police officer or other official pursuant to Chapter
14.12 subject to the exemptions granted the driver of an authorized emergency vehicle when responding to emergency calls.
The City Traffic Engineer is authorized to mark centerlines
and lane lines upon the surface of the roadway to indicate the course
to be traveled by vehicles and may place signs temporarily designating
lanes to be used by traffic moving in a particular direction, regardless
of the centerline of the highway.
Whenever the State Department of Transportation determines and
designates a distinctive road-way marking which shall indicate no
driving over such marking, the City Traffic Engineer is authorized
to designate by such marking those streets or parts of streets where
the volume of traffic or the vertical or other curvature of the roadway
renders it hazardous to drive on the left side of such marking or
signs and markings. Such marking or signs and markings shall have
the same effect as similar markings placed by the State Department
of Transportation pursuant to provisions of the State
Vehicle Code.

The City Traffic Engineer is authorized to remove, relocate,
or discontinue the operation of any traffic control device not specifically
required by state law or this chapter whenever it is determined in
any particular case that the conditions which warranted or required
the installation no longer exist or pertain.
The City Traffic Engineer shall determine the hours and days
during which any traffic control device shall be in operation or be
in effect.
The City Traffic Engineer may issue a permit to any school district
authorizing such district to maintain a portable school crossing sign
and flash or flasher. Such permit may be issued on the terms and conditions
deemed necessary or appropriate by the City Traffic Engineer for the
protection of the public. Any such permit issued by the City Traffic
Engineer shall contain a provision that it may be revoked by the City
Traffic Engineer for violation of any of the terms or conditions of
such permit.

No local authority, except by permission of the Department of
Transportation, shall erect or maintain any stop sign or traffic control
signal in such manner as to require the traffic on any state highway
to stop before entering or crossing any intersecting highway or any
railroad grade crossing.
The City Traffic Engineer may temporarily close a portion of
a street when, in the City Traffic Engineer's opinion, such closure
is necessary for the safety and protection of persons using that portion
of the street during the temporary closing. No such closure shall
be for a period in excess of 24 hours except by approval of the City
Council.

Whenever any resolution of the City designates any one-way street
or alley, the City Traffic Engineer shall place and maintain signs
giving notice thereof, and no such regulations shall be effective
unless such signs are in place. Signs indicating the direction of
lawful traffic movement shall be placed at every intersection where
movement of traffic in the opposite direction is prohibited.
