It is the purpose of this chapter to provide regulations prohibiting the stopping, standing and parking of vehicles.

A. 
The City Council may establish by resolution regulations which prohibit or restrict the parking or standing of vehicles.
B. 
The City Council may establish by ordinance parking meter zones and fix the rate of fees for such zones.
C. 
The City Council may establish by resolution parking spaces for the exclusive use of vehicles which display a distinguishing license plate or placard of a disabled person in accordance with the provisions of Section 2511.7 of the Vehicle Code.
D. 
The City Council may establish by resolution a parking permit program within residential areas to include the designation of streets and/or zones where parking is restricted to use by residents having authorized permits.

A. 
The provisions of this chapter prohibiting the stopping, standing, or parking of a vehicle shall apply at all times or at those times specified in this chapter, except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
B. 
The provisions of this chapter imposing a time limit on standing or parking shall not relieve any person from the duty to observe other and more restrictive provisions of the State Vehicle Code or the ordinances of the City, prohibiting or limiting the standing or parking of vehicles in specified places or at specified times.
A. 
No person who owns or has possession, custody or control of any vehicle shall allow such vehicle to remain stopped, standing or parked in one location upon any street, alley, highway or public parking lot for a period of time exceeding 72 consecutive hours.
B. 
Any law enforcement officer of the City may remove any vehicle parked in violation of subsection A of this section in accordance with the provisions of the Vehicle Code of California.
C. 
Moving a vehicle for a distance of less than 200 feet from its original parking position shall not constitute a change of parking location for purposes of enforcing this section.

A. 
No person shall stand or park any commercial vehicle on any street for the purpose of loading or unloading any merchandise or goods except in authorized loading zones as provided in the traffic ordinances of the City.
B. 
No person shall stand or park any vehicle on any street while displaying such vehicle for sale or selling merchandise therefrom unless authorized by other provisions of this Code. A vehicle shall not be considered to be displayed for sale when it is legally parked on a public street if the vehicle contains a for sale sign not greater than 8½ inches by 11 inches and the sign is placed on a side window and presents no impediment to the view of the driver when the vehicle is in operation.
C. 
No person shall stand or park any vehicle on any street for the purpose of greasing, or repairing the vehicle, except for repairs necessitated by an emergency.
A. 
Except as otherwise provided in the Vehicle Code, every vehicle stopped or parked upon a roadway where there are adjacent curbs shall be stopped or parked with the right-hand wheels of such vehicle parallel with and within 18 inches of the right-hand curb, except that motorcycles shall be parked with at least one wheel or fender touching the right-hand curb. Where no curbs or barriers bound any roadway, right-hand parallel parking is required unless otherwise indicated.
B. 
Subject to other and more restrictive limitations, a vehicle may be stopped or parked within 18 inches of the left-hand curb facing in the direction of traffic movement upon any one-way street unless signs are in place prohibiting such stopping or standing.
C. 
In the event a highway includes two or more separate roadways and traffic is restricted to one direction upon any such roadway, no person shall stand or park a vehicle upon the left-hand side of such one-way roadway unless signs are in place permitting such standing or parking.
D. 
Consistent with relevant policies and provisions of the Encinitas General Plan, and area specific plans, the City Traffic Engineer is authorized to determine when standing or parking shall be prohibited upon the left-hand side of any one-way street or when standing or parking may be permitted upon the left-hand side of any one-way roadway of a highway having two or more separate roadways and shall erect signs giving notice thereof.
A. 
Consistent with relevant policies and provisions of the Encinitas General Plan, and area specific plans, the City Traffic Engineer may mark or sign such street indicating the angle at which vehicles shall be parked.
B. 
When signs or markings are in place indicating angle parking as provided in this section, no person shall park or stand a vehicle other than at the angle to the curb or edge of the roadway indicated by such signs or markings.
C. 
Angle parking shall be permitted upon those streets and parts of streets established by the City Traffic Engineer, and consistent with relevant policies and provisions of the Encinitas General Plan, and area specific plans.

A. 
The City Traffic Engineer is authorized to erect signs indicating no parking upon that side of any street adjacent to any school property when such parking would, in his or her opinion, interfere with traffic or create a hazardous situation.
B. 
When official signs are erected indicating no parking upon that side of a street adjacent to any school property, no person shall park a vehicle in any such designated place.
A. 
The City Traffic Engineer is authorized to place signs or markings indicating no parking upon any street when the width of the roadway does not exceed 20 feet, or upon one side of a street as indicated by such signs or markings when the width of the roadway does not exceed 30 feet.
B. 
When official signs or markings prohibiting parking are erected upon narrow streets as authorized herein, no person shall park a vehicle upon any such street in violation of any such sign or marking.
No person shall park or leave standing any vehicle unattended on a highway when upon any grade exceeding three percent within any business or residence district without blocking the wheels of the vehicle by turning them against the curb or by other means.
The City Traffic Engineer is authorized to appropriately sign or mark places and when so signed or marked no person shall stop, stand, or park a vehicle in any such places.

No person shall park or leave standing any vehicle which is six feet or more in height (including any load thereon) within 100 feet of any intersection at any location at which such prohibition is indicated by appropriate signs giving notice thereof. Vehicles found in violation of this section may be cited, or removed, in accordance with the provision of Section 14.42.020.
A. 
Whenever the City Traffic Engineer determines that traffic congestion is likely to result from the holding of public or private assemblages, gatherings, or functions, or for other reasons, the City Traffic Engineer shall have power and authority to order temporary signs to be erected or posted indicating that the operation, parking, or standing of vehicles is prohibited on such streets and alleys as the City Traffic Engineer shall direct during the time such temporary signs are in place. Such signs shall remain in place only during the existence of such emergency and the City Traffic Engineer shall cause such signs to be removed promptly thereafter.
B. 
When signs authorized by the provisions of this section are in place giving notice thereof, no person shall operate, park, or stand any vehicle contrary to the directions and provisions of such signs.
