It is the purpose of this chapter to establish procedures and
regulations for the use and protection of City streets.

shall be defined in accordance with the provisions of the
Streets and Highways Code to include state highways, public highways,
roads, streets, avenues, alleys, lanes, driveways, places, courts,
trails, sidewalks, curbs, parkways and the rights connected there-with
including, but not limited to, restrictions of access, sloping easements
and other incidents to a street or highway.

The words and phrases contained in this title shall be defined
in accordance with the provisions of the Streets and Highways Code.

Any person who willfully or negligently damages any City street
or appurtenances thereto is liable for the cost of repair, including
the cost of replacement, thereof.
