All District purchasing and contracts shall be governed in accordance with the purchasing and contract procedure of the City of Encinitas as described in Chapter
7.18 of the Encinitas Municipal Code provided, however, when contracting for the construction of works to be paid for with the proceeds of the sale of bonds or a limited assessment, the District shall comply with the requirements of
Public Contract Code Section 20560 et seq.

In the event of an emergency, the District may let contracts
without a notice inviting bids pursuant to the procedures set forth
in
Public Contract Code Section 22050 et seq. The Board hereby delegates
to the General Manager the authority to take any action set forth
in
Public Contract Code Section 22050(a)(1) without a notice inviting
bids. The General Manager shall report any such award to the Board
and take such further actions as specified in
Public Contract Code
Section 22050 et seq.
