A. 
Parking meters shall be operated by the deposit of a coin in the parking meter or by the use of and payment through a designated parking payment app approved and utilized by the Borough. The Borough of Narberth shall set the parking rates for specified lengths of time in the Borough's fee schedule, as well as the maximum parking times, for each metered parking space by resolution of Borough Council, as may be amended from time to time.
B. 
The requirements of this article as to parking time limits and as to payment of parking rates for metered parking spaces shall not apply on New Year's Day, Memorial Day, Fourth of July, Labor Day, Thanksgiving Day or Christmas Day; or during any temporary periods of time or holidays established in advance by resolution of Borough Council.
C. 
By resolution, Borough Council may temporarily suspend the provisions of this article requiring payment for metered parking spaces and establishing a maximum parking time for such spaces.
D. 
The Borough of Narberth shall have authority to establish no-parking or special-purpose-parking zones within any metered parking spaces and to remove such spaces.
E. 
For purposes of this article, a "metered parking space" shall mean any parking space requiring payment through a parking meter or parking payment app to permit a vehicle to remain in such space for the time permitted.
F. 
Metered parking spaces may be temporarily restricted for no parking by order of the Borough Manager, Chief of Police or their designee for the purpose of addressing emergencies or carrying out public works activities or utility work.
A. 
Parking meters shall be installed for the metered parking spaces established under this article. Parking meters shall be prominently displayed and readily available for use by persons parking in the metered parking spaces. Each parking meter shall indicate by a proper legend, notice or signage the legal parking time(s) established by the Borough of Narberth for the associated metered parking space, and shall indicate the duration of the period of legal parking and, on the expiration of that period, shall indicate illegal parking or overparking.
B. 
Signage shall be prominently displayed in areas where a parking payment app may be used for payment for a metered parking space. Such signage shall provide information necessary to use the parking payment app for any applicable spaces.
Each metered parking space shall contain lines and/or markings for the purpose of delineating the parking spaces. Every vehicle parked at such metered parking space shall be parked wholly within the lines or markings of the metered parking space and, when parking along a curb, within 12 inches of the curb. If the metered parking space is perpendicular to the curb line, all vehicles shall park head-in to the front of such space so that the rear of the vehicle does not protrude past the parking space lines. It shall be unlawful and a violation of this article for any person to park a vehicle across any such line or marking, to park a vehicle in such a position that the vehicle is not wholly within the area designated by those lines or markings, or to not park a vehicle head-in to a metered parking space that is perpendicular to the curb line.
Whenever a vehicle is to be parked in any metered parking space under this article, the driver of the vehicle, upon entering the parking space, shall immediately cause payment to be deposited in the form applicable to the metered parking space. As applicable, the form of payment may include payment into the parking meter as specified in the legend on the parking meter or payment though the parking payment app approved and utilized by the Borough. Upon causing payment to be made, the parking space may be lawfully occupied by the vehicle for the time indicated.
A. 
It shall be unlawful, and a violation of this article, for any vehicle to remain in any metered parking space for any length of time after the parking meter or parking payment app indicates that the lawful, paid-for parking time has expired, and that vehicle shall be considered as having been parked overtime, which shall be a violation of this article. Each hour that the vehicle remains in a metered parking space after the parking time has expired for such space shall be considered a separate violation of this article and shall be subject to the fines and penalties as set forth in § 475-18B below.
B. 
It shall be unlawful, and a violation of this article, for any person to provide additional payment for the purpose of increasing or extending the parking time of any vehicle beyond the maximum time permitted for the metered parking space. Each hour that the vehicle remains in a metered parking space beyond the maximum time permitted to park in such space shall be considered a separate violation of this article and shall be subject to the fines and penalties as set forth in § 475-18B below.

It shall be unlawful for any person to deposit in any parking meter installed under the provisions of this article any slug or other substitute for a coin of the United States of America. Insertion of a slug, unauthorized coin, or other item into a meter that results in the inability of a parking meter to no longer accept authorized coins shall be a violation of Subsection B below.
B. 
It shall be unlawful, and a violation of this article for any person to deface, tamper with, open or willfully break, destroy or impair the usefulness of any parking meter or sign installed under the provisions of this article, provided that nothing in this section shall apply to the servicing or opening of parking meters by officers, employees, police officers, or authorized agents of the Borough of Narberth. In addition to any violations under other applicable civil or criminal laws, upon conviction such person shall pay to the Borough the cost of repair or replacement of the parking meter or sign and an additional fine of $500.
It shall be the duty of the police officers and parking enforcement officers of the Borough of Narberth to enforce all violations of any provision of this article, indicating in each issued ticket or notice of violation:
A. 
The number of each parking meter or metered parking space which indicates that the vehicle occupying the metered parking space is or has been parked in violation of any of the provisions of this article;
B. 
The state license number of such vehicle in violation;
C. 
The date and hour of the violation and, if known, the length of time during which such vehicle is parked in violation; and
D. 
Any other facts, a knowledge of which is necessary for a thorough understanding of the circumstances attending such violation.
A. 
Any person or entity violating the provisions of this article, or aiding, abetting or assisting in the violation of this article, shall receive a parking citation in the amount of $20 for each offense unless a different specific fine amount is otherwise provided herein. Each police officer or the parking enforcement officer shall place on a vehicle in violation of this article a notice to the owner thereof that such vehicle has been parked in violation of the provisions of this article and instructing such owner as to provisions for payment of such violation(s) or penalties for failure to pay such violation(s). Each such owner may, within 10 days of when such notice was attached to such vehicle, pay the citation amount(s) at the Borough office or in a designated payment box, as provided on the parking citation(s), as a penalty for and in full satisfaction of such violation(s).
B. 
If any vehicle remains in a metered parking space after the lawful parking time paid for has expired or if any vehicle remains in a metered parking space beyond the maximum time permitted for the metered parking space, such vehicle shall be subject to a fine of $20 for each hour the vehicle remains in violation. Each hour in violation shall be considered a separate offense.
C. 
The failure of a vehicle owner to make payment as designated on any of the parking citations issued within the ten-day period shall render such owner subject to additional court costs and fees associated with the filing and prosecution of the violation. After such ten-day period, such owner shall, upon conviction, be sentenced to pay a fine of $20 for each offense (or the applicable, cited fine for the offense), and all costs related thereto.
D. 
In addition to the penalties set forth above, if any vehicle remains in a metered parking space after the lawful parking time paid for has expired or if any vehicle remains in a metered parking space beyond the maximum time permitted for the metered parking space for a period of 24 hours or more, the vehicle may be towed by the Borough without prior notice or additional delay.
